The government blocked Discord on the evening of September 23 and lifted the order the next afternoon, after the platform promised to open a line to Philippine authorities.

Around 5 p.m. on Wednesday, September 23, Filipinos on Globe and DITO tried to open Discord and couldn’t load it. Discord started as a voice-and-chat app for gaming communities and has since become a workplace for freelancers, study groups, and small online businesses. The National Telecommunications Commission (NTC), acting on an order from the Cybercrime Investigation and Coordinating Center (CICC), had told providers to cut access.

By the afternoon of Thursday, September 24, the CICC was asking the NTC to restore it. Before then, Department of Information and Communications Technology (DICT) Secretary Henry Aguda apologized to affected users at a press conference at the Batasang Pambansa, and several of the country’s best-known actors and gamers had already posted their objections.

Why the Government Pulled the Plug

The order traces back to September 18, when a shooting at Banga National High School in South Cotabato became the third school shooting in the Philippines in 2026, after incidents in Tacloban City in June and at Ateneo de Zamboanga University in August. In letters dated September 21 and made public the next day, the CICC, the DICT-attached agency that coordinates the government’s response to cybercrime, gave Discord and Reddit 24 hours to name a resident agent or local representative whom Philippine authorities could reach directly. It warned that either platform could be restricted or blocked if it didn’t comply.

Officials said Discord hosted servers tied to what they called nihilistic violent extremism, along with spaces where adults groom minors. Aguda defended the block under parens patriae, the legal doctrine that makes the state a guardian of people who can’t protect themselves, and said the case wasn’t a freedom-of-expression issue. He singled out encrypted messaging on Discord and asked why minors would need it, contrasting the app with Roblox, whose chat parents can monitor. Discord’s own end-to-end encryption, introduced in 2024, covers voice and video calls; text messages on the platform aren’t end-to-end encrypted.

Reddit got the same deadline and was never blocked. It met with CICC officials, committed to a Philippine office and a direct channel for government takedown requests, and was given more time to comply. It also said none of the content flagged to it had come down, since the posts broke no Reddit rules and consisted largely of criticism of public figures, corruption claims, and commentary on news events.

What Paulo Avelino and Alodia Gosiengfiao Said

Actor Paulo Avelino posted on X on the evening the block took effect:

“First world countries: Discord, add age verification. Philippines: Discord, bye.🤡 People use Discord for work meetings, school, and running small businesses. Block it and they all get hit, while bad actors just move to another app. Child safety matters. So fix the actual problem, not just the easiest target!”

His first line points to how other governments handled the same worry. As online-safety rules tightened in the United Kingdom and Australia in 2025, Discord began checking users’ ages in both countries and stayed available there.

Cosplayer and gaming content creator Alodia Gosiengfiao, who co-founded the esports and talent company Tier One Entertainment, posted two words and two emoji on Facebook:

“DISCORD ❌ GAMBLING ✅”

Her post set the block beside the online gambling platforms that stayed reachable the whole time.

Other creators pressed the livelihood argument. Gaming content creator Dino Roman asked on Facebook who would answer for the Philippine-based workers he contracts, who use Discord to communicate with him every day. Former DICT Undersecretary Jeffrey Ian Dy raised a legal one, citing Disini v. Secretary of Justice, the 2014 Supreme Court ruling that struck down the Cybercrime Prevention Act provision letting the Department of Justice block online content without a court order. He also pointed to Discord servers used by Filipino virtual assistants, including one help-desk community with more than 12,000 members, and estimated that roughly 15,000 legitimate workers were caught in the block.

A Ban That Depended on the Network

The NTC said its order applied to Globe and DITO users. Subscribers on Smart and Converge kept their access, so for about a day, whether a Filipino could reach Discord depended on the network they were on.

What Discord Agreed To

Discord executives met CICC officials online at noon on Thursday. The platform committed to establishing a Philippine presence, designating a local point person, and opening what the CICC calls a “green lane,” a direct channel where Philippine authorities can flag content for faster review and takedown. It covers online sexual abuse and exploitation of children, child sexual abuse material, scams, misinformation, and violent extremist content.

Discord senior public policy advisor Vasundhara Singh also offered to brief the CICC on Global Teen Experience, the platform’s new setup that places teenage users in an age-appropriate experience by default. The briefing would cover Family Center, Discord’s parental tools, and Kodex, the system law enforcement agencies use to submit takedown and data requests and get fast-tracked responses.

“The meeting was successful,” CICC Executive Director Undersecretary Renato “Aboy” Paraiso told reporters. Aguda said the government will keep monitoring whether Discord follows through.

What We Don’t Know Yet

Neither platform has said when its Philippine office will open or who will fill the local point-person role. As of Thursday’s reporting, not every network had confirmed that access was restored. The question Dy raised, whether an agency can order a platform blocked without first going to court, went unanswered because the ban ended before anyone had to test it.
